Special fuel permits for intrastate operations

Dec. 17, 2025, 8:07 p.m.
Special fuel permits are official authorizations that allow carriers to purchase, transport, or use fuel in specific states without having standard IFTA (International Fuel Tax Agreement) credentials. These permits are typically required for vehicles operating solely within one state (intrastate) when using fuels subject to state fuel taxes, such as diesel, biodiesel, or other alternative fuels.
Washington Special Fuel Permit

Why They Are Needed

  1. Intrastate Fuel Tax Compliance:
States require trucking companies to pay fuel taxes even if the truck never leaves the state. Special fuel permits ensure taxes are paid properly for intrastate operations.

  2. Non-IFTA Carriers:
If a carrier hasn’t registered under IFTA (for multi-state fuel tax reporting), a special fuel permit allows legal fuel purchases and use in that state.

  3. Temporary or Seasonal Operations:
Some carriers operate only seasonally or temporarily in a state. Special permits avoid the complexity of full-time registration.

Key Features

  • Validity: Usually valid for a limited period (e.g., 30 days, 90 days, or a year, depending on the state).

  • Coverage: Applies only to intrastate travel within the issuing state. Interstate travel requires IFTA credentials.

  • Vehicle Types: Typically for commercial trucks, buses, and heavy-duty vehicles. Some states include construction or farm vehicles.

  • Fuel Reporting: Carriers must maintain records of fuel purchases, miles traveled, and fuel consumed within the state.
