Introduction

A load gets pushed back a day. A dispatcher typed the wrong plate number. A driver notices the VIN is off by one digit. In each case, it can be tempting to grab a pen and fix the Washington Fuel Permit by hand.

Don't. Washington treats a corrected fuel trip permit as an invalid permit, and the correction itself is a crime. This guide explains the rule, why it matters, and what to do instead.

The Short Answer

No. You cannot correct the dates on a Washington Fuel Permit. Under RCW 82.38.100(2), correcting the dates, vehicle license number, or vehicle identification number on a special fuel trip permit invalidates the permit.

Breaking this rule is a gross misdemeanor.

If the dates or vehicle details are wrong, the only legal fix is a new permit with the correct information.

What Washington Law Says

A Washington Fuel Permit (the state calls it a special fuel trip permit) lets a commercial vehicle run in Washington without a special fuel license. It is sold in place of the special fuel tax the carrier would otherwise owe, and no mileage report is required for the vehicle.

RCW 82.38.100(1) sets four conditions. Each permit:

  • Is good for three consecutive days, beginning and ending on the dates shown on its face,

  • Is valid only for the vehicle it was issued for,

  • Must identify the vehicle as the Department of Licensing requires,

  • Must be completed in its entirety, signed, and dated by the operator before the vehicle is driven on Washington public highways.

Subsection (2) then makes corrections to the key data illegal, and subsection (4) says special fuel trip permits are not subject to exchange, refund, or credit.

Which Corrections Void the Permit?

The law names three pieces of data that cannot be corrected:

  • Dates. Crossing out a start date, writing over a number, or moving the window to a later day.

  • Vehicle license number. Changing the plate to match a different truck or fixing a typo.

  • Vehicle identification number (VIN). Correcting even a single wrong character.

It doesn't matter if the change is small or made in good faith. Once any of this data is corrected, the permit is no longer valid, and the truck is operating without fuel credentials.

Why the Penalty Is So Serious

A gross misdemeanor is a criminal offense, not a simple ticket. Since RCW 82.38.100 does not set its own punishment, Washington's general rule in RCW 9.92.020 applies. A gross misdemeanor can carry up to 364 days in county jail, a fine of up to $5,000, or both.

The state is strict because the permit's dates and vehicle data are what prove fuel tax was paid for that truck on those days. A permit that can be edited could be reused for other trips or other vehicles.

On top of the criminal risk, a truck stopped with an invalid permit is treated as having no permit at all. That can mean a delay at the scale, a violation, and the cost of buying a new permit anyway.

How the Three-Day Window Works

Most date mistakes come from misunderstanding the validity period. A Washington Fuel Permit is good for three consecutive days that begin and end on the dates printed on the permit.

The clock does not wait for the truck to roll. If you buy a permit for Monday through Wednesday and the load slips to Tuesday, you only have Tuesday and Wednesday left. If the load slips to Thursday, the permit is useless, and you can't move the dates forward.

That's why the start date should match the day the truck will actually enter Washington.

What to Do If Your Permit Has a Mistake

  1. Stop Before the Truck Moves. Don't run on a permit with wrong dates, plates, or VINs.

  2. Don't Write on It. Leave the original as it is. Any correction makes it invalid.

  3. Order a New Permit. Get a new Washington Fuel Permit with the correct dates and vehicle details.

  4. Expect No Refund. Under RCW 82.38.100(4), the first permit can't be exchanged, refunded, or credited.

  5. Complete and Sign the New Permit. The operator must fill in every field, sign, and date it before driving on public highways.

How to Get It Right the First Time

  • Confirm the trip date. Order when the pickup or entry date into Washington is firm.

  • Match the truck. Check the plate and VIN against the cab card of the unit actually being dispatched.

  • Use one permit per vehicle. A fuel permit can't move to another truck.

  • Clear tax balances. Permits can't be issued if you owe fuel taxes, penalties, or interest, or if a revoked special fuel license hasn't been reinstated.

  • Plan longer trips. If the run may take more than three days, plan the timing before ordering.

Common Mistakes to Avoid

  • Changing the dates by hand after a load is delayed.

  • Fixing a VIN or plate typo with a pen instead of ordering a new permit.

  • Using one permit for a replacement truck after a breakdown.

  • Leaving fields blank or forgetting the operator's signature and date.

  • Buying the permit too early so the three days run out before the trip.
